The Independently Cooperating Ashtabula Network (ICAN) made its debut July 31, 2008, with the introduction of Koha, a new automation and inter-lending library system. As a result of ICAN and the utilization of the Koha system, ICAN member libraries now share a catalog of materials providing patrons broader access with a system that is both efficient and cost-effective.

ICAN members include six public libraries in Ashtabula County: Andover, Conneaut, Harbor Topky, Henderson, Kingsville and Rock Creek.

Before the establishment of ICAN, Harbor Topky, Henderson, Kingsville, and Rock Creek public libraries, part of the Council of Ashtabula County Libraries (CACL), were aware that they were utilizing a technology that would no longer provide the flexibility of use and cost savings libraries need to serve their patrons. Conneaut and Andover had been maintaining separate, independent systems but were in need of more advanced automation. As a result, Harbor Topky, Henderson, Kingsville, and Rock Creek along with Andover and Conneaut formed the Independently Cooperating Ashtabula Network (ICAN) and now offer patrons Koha, a collaborative, open-source operating system.

In 2007, in response to changes in funding, the present members of ICAN began an in-depth review of their expenditures. This review revealed that changes in technology had created better and less expensive automation systems that would improve patron library service. In addition, the members of ICAN had been considering and reviewing open source operating systems since January of 2005. After months of discussion among the libraries, ICAN was established and the members of ICAN chose Koha as the operating system that would best serve their library patrons.

Today, with the establishment of ICAN, six of Ashtabula County's libraries offer an automated inter-lending system, Koha, that is rewarding to all their library patrons.
